  1. Usage: DCC TALK <user>[@<host>]
  2.   DCC TALK initiates a talk connection to the user at the named host,
  3.   or responds to one initiated by that user if one exists. Messages
  4.   are sent across a DCC TALK connection with DCC TMSG or MSG @user
  5.
